The ecological transition requires substantial changes in institutional structures, political systems, and spatial organisation. In Barcelona, this transition is facilitated by a complex set of policy instruments operating at regional, metropolitan, and local levels, within a highly decentralised governance framework. Against a backdrop of escalating global challenges, ecological transition emerges as an urgent and systemic process demanding coordinated responses across sectors and scales. Spatial planning plays a crucial role in this context, providing both strategic and regulatory tools to guide land use, resource management, and sustainable territorial development. Given the multi-scalar nature of these challenges, effective action depends on strong multilevel governance, capable of aligning supranational, national, regional, and local objectives while enabling place-based implementation. By examining Barcelona’s multilevel governance framework and its planning instruments, this contribution explores how ecological objectives are articulated, coordinated, and operationalised across scales.
